If there is an oasis in the pandemic of the new coronavirus in South America, it is in Uruguay. Without imposing a mandatory quarantine, the government of President Luis Lacalle Pou managed to stabilize the number of cases at 738 and 20 dead, becoming a model on the continent.

It is the only country in the region that ranks among the 42 in the world that have managed to beat the disease, according to the portal Endcoronavirus.org, a ranking carried out by the New England Complex Systems Institute. Supported by a coalition of five parties ranging from the center to the radical right, Lacalle Pou took over the government in early March, just 13 days before the new coronavirus arrived in the country.

At the end of a 15-year period of government of the Frente Amplio, the president was faced with the challenge of the pandemic and, in order not to turn it into a nightmare, he opted for a different strategy from the other neighbors. He declared a health emergency in the country, but avoided treating confinement as mandatory.

Instead, he appealed to the Uruguayans for responsibility by launching “Operation Everyone at Home”. That is why the recommendation is that each citizen should limit his / her exits and respect social distancing.

The government suspended classes, closed borders and banned mass events, but did not repress anyone who needed to work outside the home. “It is not advisable to leave, as long as the person keeps his distance from others and wear masks”, advised the president. Lacalle Pou tried to balance health and the economy, without losing sight of the legacy of a fiscal deficit of around 6% of GDP and the growth of public debt.

To mitigate the effects of the pandemic, it launched a program to stimulate private initiative and created insurance for those who lost their jobs or had a reduction in their wages. It provided subsidies for two months, equivalent to $ 160 to those in the informal market. In contrast, the government reduced, for the same period, the salaries of civil servants and pensions.

Last week, government agencies resumed operations, as well as part of trade. Schools will reopen in the next few days, and Uruguayans are already authorized to practice eight outdoor sports.

New to the presidency, Lacalle Pou passed his first test and tamed the pandemic. It preserves its position in the ranking, keeping the borders with neighboring Brazil closed, led by ally Jair Bolsonaro, where the disease advances without brakes.
